As stated, my international shipping settings are not enrolled. However, a buyer just made an offer on an item with a Ships To address in Brazil.

Is there another setting I missed somewhere to block international orders? Or is this an ebay glitch?

So AI answers below. I’ve been using international shipping for some time now with no problems. So easy.

To manage your **eBay International Shipping** program settings, **log into your account and navigate to Account Settings \> Shipping Preferences**. From there, locate the **eBay International Shipping** section to **Enroll** or view your current enrollment status. Once enabled, eligible listings are automatically available to global buyers without the need to handle customs forms. [[1](https://www.ebay.com/sellercenter/shipping/ebay-international-shipping), [2](https://export.ebay.com/en/services-tools/shipping/), [3](https://stallion.ca/blog/ebay-international-shipping-program/), [4](https://www.youtube.com/watch?v=D4pS_4dDyAo&t=11)]

To customize your settings, use the following options:

- **Exclude Shipping Locations:** Go to **Shipping Preferences \> Exclude shipping locations \> Edit** to specify countries or regions where you do not want to ship. [[1](https://export.ebay.com/sea-en/resources/announcements/ebay-international-shipping-updated-exclude-shipping-locations-settings-for-selected-sellers/)]
- **Location Toggles:** Within the exclude settings, you will find a toggle that dictates whether your standard shipping exclusions apply to international shipments. [[1](https://www.3dsellers.com/blog/ebay-international-shipping-program)]
- **Item Eligibility:** Ensure your packages stay under the total order value of $2,500 (including shipping) and remain within eBay’s dimensions of 48 inches (length) and 84 inches (length plus girth combined). [[1](https://www.youtube.com/watch?v=Vhwqc87bDZc)]

AI Overview\*\*

The **[eBay International Shipping](https://www.ebay.com/sellercenter/shipping/ebay-international-shipping)** program is **a hassle-free overseas selling service**. You simply ship your sold items to a domestic US hub, and eBay handles all international logistics, customs, and returns. Sellers report a consensus that this program removes the risks of international shipping and boosts global reach.

[image] **Reddit +1**

**How It Works**

- **Domestic Shipping:** You only pay domestic shipping rates to send the package to an eBay distribution hub in the US.

- **Global Delivery:** Once the hub receives the package, eBay repackages it and manages customs, duties, and final international transit to the buyer in over 200 countries.

- **No Extra Fees:** There are no international selling fees for using the program.

**Benefits & Protections**

- **Seller Protection:** Once the item safely arrives at the domestic hub, your responsibility ends. You are protected from item-not-as-described claims, lost or damaged packages during international transit, and negative feedback related to shipping issues.
- **Managed Returns:** eBay handles all international returns, refunds, and any claims without your involvement.
- **Transparent Pricing:** Buyers see all import charges and shipping costs upfront, reducing cart abandonment. **Eligibility & Requirements**

- **Item Limits:** Eligible items can weigh up to 44 lbs. and have a maximum value of $2,500 (excluding taxes and duties).
- **Account Status:** The program is for eligible US and Canadian sellers. Many sellers are auto-enrolled, but you can check and manage your status on the eBay Account Settings page. Ensure that your shipping policies are set to domestic only, or manually remove international self-shipping options on your listings to use the program exclusively. OK but… I don’t want to use international shipping? My question is why am I getting international orders when my international shipping settings are not enrolled, and how do I make them stop.

In the US or in Brazil?

I have the eBay global for SOME items that I am permitted to ship internationally.

Any orders for those go to a US address that is an eBay processing facility and THEY take care of everything from there.

No hassles and very easy to do!

So AFAIK that wouldn’t be ebay international, that would just be a flat out international order.

eBay International orders ship to a warehouse within the USA and then are forwarded from there. Did Brazil get turned on for that listing or shipping template somehow?

OK so what else do I have to do to block international orders?
Under Buyer Management I have the “Block buyers whose primary shipping address is in a location to which I don’t ship” box checked.

According to [this ebay help page](https://www.ebay.com/help/policies/selling-policies/international-selling-policy?id=4689) I need to:

> To modify international shipping options for all your listings, go to [Shipping Preferences - opens in new window or tab](https://www.ebay.com/ship/prf) then “Exclude shipping locations” and select the countries you wish to exclude.

However, when I go to that page, I get this:

 ![Screenshot_8](https://sellersasksellers.com/uploads/default/original/3X/3/4/3465516ae812013d65f1ed53da10056f27468309.png)
The option to exclude shipping locations is missing.

Similarly, the option to exclude shipping locations under business policies is missing, or so well hidden I can’t find it.

Either I’m still missing a setting somewhere, or ebay glitched.

Have you tried the normal computer stuff …
Different browser
Update browser

Tried a different computer

Google this “ebay option to exclude shipping locations under business policies is missing”

> To fix this issue, **go to your master Account Settings in [eBay Seller Hub](https://www.ebay.com/help/selling/posting-items/setting-postage-options?id=4089). Under Shipping Preferences, edit your Exclude shipping locations and turn the eBay International Shipping toggle OFF**. This prevents eBay from overriding your settings, allowing your exclusion lists to properly apply to all listings.

There are steps after what we posted above if that alone doesn’t solve the issue … just Google that phrase to [see complete results](https://www.google.com/search?client=firefox-b-1-d&q=ebay+option+to+exclude+shipping+locations+under+business+policies+is+missing).

Are you sure this is an EIS listing?

Sometimes sellers use a sell similar and wind up enabling another International Shipping Method.

Are you really sure that you do not want to use EIS? An EIS sale is the safest sale you can make on Ebay. If the item makes it to the Ebay hub and is accepted, all post order problems are Ebay’s, Your responsibility is met.

Even if you ship an incorrect item or made a stupid mistake, Ebay handles the buyer and protects you from negative FB.

If there is a blatant customs violation as there often are for Brazil, Ebay either blocks the sale or takes responsibility for the error.

Past experience of things that have gone wrong often makes sellers reticent to ship internationally. EIS is one of the few things they have ever done which actually meets its goals, It removes the risks and learning curve that has prevented sellers from shipping internationally,

No, as I said in my OP, I’m fairly certain that it is _not_ an EIS order. I shouldn’t be able to receive an EIS order. To the best of my limited ebay knowledge I have restricted all international orders. Yet I still received this offer from an address in Brazil.

I asked google before I asked here.

As much as I appreciate your perspectives around Ebay International Selling, whether it’s a good program or not isn’t the point. I’m getting international orders I don’t want, and I don’t know how to make them stop.

Look at your listing.

If there is no International Shipping Method included you should get no orders.

International Buyers regularly receive messages telling them that the seller does not ship to their location.

On the listing, next to the shipping method displayed is a click details link. Click it. Change your location to Brazil and see what is displayed. That is what a buyer will see as a choice.

When you are done, change your location back to your zip code.

The listing has a shipping template assigned:

Then there are no international options.

Your buyer probably was expecting to have the item shipped to the US because he would not have been able to purchase with his Brazilian address.

There have been many small changes recently which do not affect the results of a transaction which alarm some, a few or many sellers. Could be one of those relating to offers.

The change in how to combine shipping has panicked a few this week. Including me, but I took a deep breath and noted the new addition to the buy shipping function.

Then ebay should have blocked them from using that as the Ships To address when they made the offer on my listing. If I had accepted the offer, I would have been required to ship to that Brazilian address.

I think I’m either missing something obvious or there is an ebay error somewhere.

If you accepted the order and the buyer attempted to use the Brazilian Address, all evidence indicates they could not pay because there is no applicable shipping method associated with the listing.

Your fears are based on an tangential, apparent inconsistency, not the mainstream process. They are understandable, particularly for Amazon sellers, because of fears of rigidity and punishment for policy transgressions. You cannot be required to ship via an unspecified method which has not been priced, nor can the buyer pay for the order.

As for what Ebay should do, that has never been an Ebay priority, any more than it is an Amazon priority,

Ebay regularly defers repair of more significant bugs, glitches and inconsistencies,

As for fear of a cancellation ding, there is some reason to believe that if you received an order with the Brazilian address, you could cancel for “problem with address” and not receive a ding.

I know the gurus will say my suggestion is not possible, but clearly your Brazilian buyer accidentally or intentionally bypassed the normal Amazon ordering process. If it happened one time, then it can happen again.

Is it possible the Brazilian buyer circumvented the system by going to [amazon.com](http://amazon.com) in the US as opposed to going to the Brazilian site?

I meant to say eBay, not Amazon ☹. The Brazilian website for eBay is:
br.ebay. com (extra space before “com” is to show text and not a live link.)
