When I first saw our Canadian flags here, I thought the same thing! Even on the NSFE forums I noticed that some sellers were clearly non-US, but I didn’t have the time to check for others…

Amazon makes my head tired, I avoid any interaction that I can. I usually seem to come out fine just waiting them out. YMMV

Even though I’d seen a post from someone whom I believe is US-domiciled (because they once mentioned their state of residence in the ASF) stating that they, too, were impacted, I strongly suspected that our friend @Brigitte’s sleuthing might well hold a good deal of water.
That being said, April_Amazon has just posted that there exists information that the issue is affecting US-domiciled accounts as well:

… meanwhile … when picking up the mail today, one of our business credit cards has joined the INFORM Act need for verification.
Interestingly, it is the card that we use with/for Amazon. So … we can use the Amazon 1009K to verify with the credit card … which is nice because we can use the credit card to verify with Amazon.
