No you don’t. At least not yet for the first Global Account.
I’ve helped many sellers through this so I’m 100% on what to do, which is resolve the 2nd Global Accounts failed verification.
Until you do that you are not going anywhere with the EU Region you really wish to sell in.
Now - You have yet to provide much information on why that account is not passing verification.
That means a Internationally Chargeable CC listed within that account. It also must match exactly the Legal entity and Business Address you have on your Seller Central Account info.
It must match whichever address you are using in the 2 areas I mention above - Legal entity and Business Address

Noted your comments on the credit card, that is fine and i can manage this but i don’t have a Utility bill in the name of store owner. that is the issue at the moment.
Then I am afraid that there may not be a path forward.
Amazon requires a utility bill or a business license in the name of the account holder at the address you have on file with Amazon. This is a legal requirement and it for ID verification reasons.
