The help page for uploading liability insurance says "Once you’re ready to upload your COI, select the Upload certificate button on the Seller Liability Insurance page and drag and drop your file or browse your desktop to upload the document. " It doesn’t say how to get to this page.
I contacted Walmart support and they gave me an answer that would do Amazon SS proud.

I am not 100% sure if this answer is correct… but to upload documents there is a file center.
With a click link on the top right of the screen.
File Center Upload | Walmart Seller Center
or email directly
I just tried that and it only accepts CSV and XLS files.
Maybe not all sellers have this page.

“Walmart Marketplace requires U.S. and international-based sellers to submit a Certificate of Insurance (COI) with general liability and product liability insurance if the seller exceeds $100,000 in GMV in any 12-month period or if the seller is notified by Walmart directly.”

Possibly not, but Walmart has been telling me that I need to provide the COI. I didn’t check to see what our 2022 annual sales were.

I opened a case with Walmart, got directed to another department, was then given a different email to contact, and eventually got an email response sending me to this page which is actually the correct page.
I also received a follow up call from Walmart about this case making sure I was able to resolve the issue. Weird.
I still have no idea how to navigate to this page without being spoon-fed the URL. Posting it here if anyone needs it.
