If I understand this correctly, using Shipstation’s rates instead of my own carrier integrations will cost me $5/month.

Seems to read the other way - if you use your own, you have to pay $5/month.

Using your carrier accounts (with your set carrier rates) that Shipstation supports will cost you $5.00 a month to access your carrier account pricing.

Wonder if it would be due to volume or the amount of services you use via their platform (or maybe a certain service warrants a higher amount)?

Fee structure might eat up any savings gained by using your own account prices.
We left Pitney Bowes years ago because of the monthly fee structure. The cost verses the label savings wasn’t worth the cost.
