That’s how It appears to me - the amount of work the manufacturer has to go through and then supply all the codes to Amazon so it can be checked against every item shipped (OMG).
But Support say in my case 3x to contact the manufacturer about this case - they doesn’t appear to want to get involved and following their own policy is laughable.
So I kept pointing out the item should already HAVE codes.
Response was:

However, I’ve double checked the information provided by my co-worker and confirmed that is correct.
Brand “Natrapel” has enrolled the ASIN B07Z465FW2 in transparency program to proactively identify counterfeit products and stop them from reaching to customers. So, these ASINs need to be labelled with Transparency codes in order to fulfill customer orders. Units without transparency labels cannot be shipped to customer.
As the ASIN is enrolled into Transparency, all the sellers will have to overcome Transparency gate in order to list the ASIN.
Raise a gating approval application in order to list the ASIN.
If the you don’t have Transparency barcodes on the units you posses, kindly work with Rights Owner/Brand/Manufacturer to procure codes.
