UPS Holiday Surcharge Pricing / Strategy

With the new holiday surcharge hitting UPS pricing, it is now less expensive to inflate the weight from 15 ounces to 1 pound 15 ounces.

Example:
15 ounces: $8.25
1 lb, 15 ounces: $6.59

Question: Does UPS retro-charge shippers when their package is too light and would have been subject to a higher cost at the actual shipping weight?

Can you just add packing materials?

Hmm… I really only need about 1 ounce to push it to a pound which is where the price break starts. But we already have it packed full with bubble wrap. Since I’m only looking for an ounce, it doesn’t appear to be too intentional.

Short answer is now - I can’t think of anything heavier to place in there to boos the weight, unless maybe I start doing the 5x7 Thank You cards again.
