Depends on the state, but most states have “air rights” laws where you own the air above your property, and are free to trim any tree that crosses into said property, city tree or not.

The law, as far as I know it, is that you can trim someone else’s tree as it relates to part that’s over your property. You just have to pay for it, not the owner of the tree.
