That is not how I read it-I think many sellers have “exempted” items so that they are not stuck with return shipping costs (mostly for the ridiculous return reasons we all see). It doesn’t say RFS at all, I read it as all items (except for the few exemptions they list) will automatically receive a pre-paid return label, again to appease the masses (buyers) so they can still scam sellers for the idiotic return reasons they continue to come up with.
I hope so, but I’m doubtful
edit to add, why else would they make mention of SAFE-T if it wasn’t because of RFS

Existing category exemptions will continue to apply, including Handmade, certified preowned watches, non-physical items, dangerous goods, and extra-large or heavy items. Additionally, items that are ineligible for prepaid return labels will remain exempt from this requirement.
Since when are 3PS’s allowed to sell non-physical items?
Also, anything with a battery is “dangerous goods” now, so I can see this being abused too.

Key FBM Considerations:
- Shipping: Items 70-96 inches long require special handling (Ship in own Container - SIOC).
- Costs: Heavy or bulky items (>50 lbs) are often better suited for FBM to avoid high FBA fees.
- Carrier: For the “Heavy & Bulky” program, sellers must use integrated carriers that provide full tracking.
I think that you can se audiobooks and kindle material that is not physical. But idk if that is what they refer to. (Not my marker so idk)
It does come as a walk around to ship everything in an extra large package that weighs nothing if it prevents the RFS. The battery is another. But both suffer the problem that if you turn the sku to FBA it’ll cost dearly, wether by the size or by the fact that is hazardous
Neither of those products would be sold under the selling on Amazon program. Different seller programs, different sellers, different rules.
In general, sales under those programs are not fulfilled by the sellers.
