OK but… I don’t want to use international shipping? My question is why am I getting international orders when my international shipping settings are not enrolled, and how do I make them stop.

As far as I can tell, it’s just a street address.

I have the eBay global for SOME items that I am permitted to ship internationally.
Any orders for those go to a US address that is an eBay processing facility and THEY take care of everything from there.

eBay International orders ship to a warehouse within the USA and then are forwarded from there. Did Brazil get turned on for that listing or shipping template somehow?

Under Buyer Management I have the “Block buyers whose primary shipping address is in a location to which I don’t ship” box checked.
According to this ebay help page I need to:

Either I’m still missing a setting somewhere, or ebay glitched.

To fix this issue, go to your master Account Settings in eBay Seller Hub. Under Shipping Preferences, edit your Exclude shipping locations and turn the eBay International Shipping toggle OFF. This prevents eBay from overriding your settings, allowing your exclusion lists to properly apply to all listings.
There are steps after what we posted above if that alone doesn’t solve the issue … just Google that phrase to see complete results.
Are you sure this is an EIS listing?
Sometimes sellers use a sell similar and wind up enabling another International Shipping Method.
Are you really sure that you do not want to use EIS? An EIS sale is the safest sale you can make on Ebay. If the item makes it to the Ebay hub and is accepted, all post order problems are Ebay’s, Your responsibility is met.
Even if you ship an incorrect item or made a stupid mistake, Ebay handles the buyer and protects you from negative FB.
If there is a blatant customs violation as there often are for Brazil, Ebay either blocks the sale or takes responsibility for the error.

No, as I said in my OP, I’m fairly certain that it is not an EIS order. I shouldn’t be able to receive an EIS order. To the best of my limited ebay knowledge I have restricted all international orders. Yet I still received this offer from an address in Brazil.

As much as I appreciate your perspectives around Ebay International Selling, whether it’s a good program or not isn’t the point. I’m getting international orders I don’t want, and I don’t know how to make them stop.
Look at your listing.
If there is no International Shipping Method included you should get no orders.
International Buyers regularly receive messages telling them that the seller does not ship to their location.
On the listing, next to the shipping method displayed is a click details link. Click it. Change your location to Brazil and see what is displayed. That is what a buyer will see as a choice.
When you are done, change your location back to your zip code.
Then there are no international options.
Your buyer probably was expecting to have the item shipped to the US because he would not have been able to purchase with his Brazilian address.
There have been many small changes recently which do not affect the results of a transaction which alarm some, a few or many sellers. Could be one of those relating to offers.
The change in how to combine shipping has panicked a few this week. Including me, but I took a deep breath and noted the new addition to the buy shipping function.
Then ebay should have blocked them from using that as the Ships To address when they made the offer on my listing. If I had accepted the offer, I would have been required to ship to that Brazilian address.
I think I’m either missing something obvious or there is an ebay error somewhere.
If you accepted the order and the buyer attempted to use the Brazilian Address, all evidence indicates they could not pay because there is no applicable shipping method associated with the listing.
Your fears are based on an tangential, apparent inconsistency, not the mainstream process. They are understandable, particularly for Amazon sellers, because of fears of rigidity and punishment for policy transgressions. You cannot be required to ship via an unspecified method which has not been priced, nor can the buyer pay for the order.
As for what Ebay should do, that has never been an Ebay priority, any more than it is an Amazon priority,

I know the gurus will say my suggestion is not possible, but clearly your Brazilian buyer accidentally or intentionally bypassed the normal Amazon ordering process. If it happened one time, then it can happen again.
Is it possible the Brazilian buyer circumvented the system by going to amazon.com in the US as opposed to going to the Brazilian site?
