You wrote this phrase using past tense verbs. Did it actually happen? Did someone eventually figure it out after sending the same documents repeatedly? I hope you would say yes. I agree that people who do this verification most likely aren’t that smart. It would be nice if we could keep submitting the same documents until the smart one gets to work on it. 
That’s a great idea. It should work if the people who do the verification are in the US. If it is outsourced to other countries (like India), this idea might not work. The paper check concept is very old. Many countries have moved away without even use it years ago since the mobile banking came.
The letter that I received from my credit union was not an account ownership letter. It was just a direct deposit letter that has my name and account number on it. I submitted it along with a monthly statement (that didn’t have account number) and a cover letter to explain why I’m submitting 2 doc. The Bank Verification has been in status “In progress” for a few days. I’ll report here whether it passes or fails.
