I’m surprised that Costco doesn’t have limits on how many items one shopper can purchase

They do on some items. Not all

Normally, there are no limits on regular priced items. Items that are on sale will have a quantity limit. Items that have supply issues will often have limits (ie - toilet paper during COVID) especially when there is a run on the item.
